DESCRIPTION

Kitsol Maritime Consultants LLC, acting on behalf of its client, would like to conduct a preliminary and non-binding market sounding regarding the potential availability of a suitable cable laying vessel for a forthcoming offshore telecommunications project planned for 2026.
At this stage, our inquiry is of an indicative nature only and is intended solely to assess market feasibility and possible vessel availability.
Should this project move forward, please note that all local, administrative, and jurisdiction-related matters would be fully handled by Kitsol Maritime Consultants LLC, including, but not limited to:
• coordination of flag-related arrangements (including possible temporary or permanent registration under the Russian flag);
• liaison with local maritime authorities and relevant state bodies;
• compliance with local regulatory and permitting requirements;
• contractual and documentary support within the applicable jurisdiction;
• arrangement of local agents, representatives, and operational support services.
Accordingly, the owner’s and broker’s involvement would be limited strictly to the commercial and technical aspects of the vessel charter.
By way of background, the contemplated project involves a subsea cable laying operation on the Russian continental shelf in the waters of the Kola Peninsula, with a tentative operational window from March to October 2026.
For reference purposes only, the indicative vessel profile is as follows:
• Navigation Area: Unrestricted
• Dynamic Positioning: DP2 or higher
• Deck Space: Clear working deck area of approximately 500 m² or more
• Deck Load Capacity: About 5 t/m²
• Maximum Draught: Not exceeding 7.0 m
• Accommodation: Approximately 30 project personnel
• Mooring Capability: 4-point mooring arrangement
• DP Operability: Suitable for operations up to at least Sea State 4
